How can horses with less than 50 % be placed ?

I don't pretend to know everything about Dressage, but why would they not be placed?

To get a dressage program accepted you have to get a certain %, this is usually over 50% and if you get below that then your program is not accepted and you can not get placed.
So if you have 5 horses in a class and only one get over 50% then the others will just not place.
If you can not ride a program to at least 50% then you really have no buisness in that level, but sometimes you do it with a problematic horse to get it used to the arena and the audience etc. even though you know beforehand that it will jump and misbehave, but you then also know you will not get your program accepted.
